Rule 9
Complaints and Decisions

(1) In accordance with Section 27 of the Act, the complainant may submit a complaint to the Board, Monitoring and Regulation Committee or the local level through written or electronic means. (2) Complaints received in accordance with sub-rule (1) or written complaints for action from other bodies shall be registered in a separate register book by the board, monitoring and regulation committee or local level.
(3) Complaints registered in accordance with sub-rule (2) will be investigated by the board, monitoring and regulation committee or local level.
(4) Upon investigation according to sub-rule (3), if it is found that the received complaint does not appear to be factual at first sight or if it is found that it was given only with the intention of causing pain or confusion, it may be decided to keep such complaint under investigation.
(5) Sub-rule: When investigating complaints other than those decided to be kept under investigation according to (4), the board, monitoring and regulation committee or the local level may interrogate the relevant person as necessary, ask them to submit documents, conduct on-site inspection or cause them to do so.
(6) The board, the monitoring and regulation committee or the local level shall inform the complainant within seven days of the decision taken in accordance with sub-rule (4) and the action taken in accordance with this regulation.
(7) Other procedures related to the investigation of the above complaint: will be as determined by the Board, Monitoring and Regulation Committee or the local level subject to the Act and this regulation.
